Naibu Waziri wa Sayansi na Teknolojia ,Bw Charles Kitwanga ameyashawishi mataifa ambayo tayari yamejiunga na mfumo wa Digitali katika harakati za kuharakisha mawasiliano bora duniani kutumia nafasi hiyo kutoa ubunifu wao na ikiwezekana kuyasaidia yale ambayo ndiyo yanaanda ili waweze kufikia lengo la pamoja kwa wakati.

Changamoyo hiyo aliitoa mwishoni mwa wiki iliyopita mjini Arusha wakati akifungua mkutano wa sita wa Mamlaka za Mawasiliano wa nchi za Afrika (ACRAN) unaoshirikisha nchi zaidi ya 20 wanachama wa jumuia hiyo kwa niaba ya Waziri wa wizara hiyo Bw Makame Mbarawa.

Kitwanga aliwataka wataalamu hao ambao nchi zao tayari zimeingia kwenye mfumo wa digitali kusaidia mataifa ambayo yanaelekea kujiingiza katika mfumo huo.

Tanzania hasi kufikia Disemba mwakani mashirika yote yanatakiwa yawe yanatumia mfumo wa digitali na kuachana na analogia hivyo ni wajibu wa wadau mbalimbali kuwaelimisha wananchi namna ya kutumia mfumo huo.

AT&T SLAMS FCC REPORT ON T-MOBILE MERGER

 AT&T Inc. blasted the Federal Communications Commission on Thursday for compiling what it called an unfair and biased report on what would happen if AT&T were allowed to buy T-Mobile USA.

AT&T agreed in March to buy T-Mobile USA for $39 billion, but the deal has encountered opposition, first from the Justice Department and then from the FCC. Analysts now give it only a slim chance of going through.

The FCC took the unusual step of releasing its analysis of the merger on Tuesday. It found "questions of fact" about AT&T's stated justifications for the merger and dismissed most of AT&T's arguments. It said competition in the industry would suffer if AT&T swallowed T-Mobile, and potentially lead to higher prices for consumers.

AT&T immediately attacked the release of the report, saying it was a draft that had never been voted on by the five-member commission. The "questions of fact" would have been addressed at an administrative hearing that now won't take place, since AT&T has withdrawn its merger application. The company is expected to resubmit the application.

On Thursday, AT&T released a more thorough, combative response to the report. It's an unusual one for a company that spends heavily on lobbying and cultivates close relationships with regulators.

"The document is so obviously one-sided that any fair-minded person reading it is left with the clear impression that it is an advocacy piece, and not a considered analysis," the Dallas-based company said.

The FCC report said the merger would threaten fragile competition in the industry, yet AT&T pointed out that it also cites existing competition from Verizon Wireless as a strong motivator for AT&T to build out its new data network, even without the resources it would gain by buying T-Mobile USA.

The FCC report disputed AT&T's claims that the merger would create jobs rather than eliminate them, as is usual for mergers. AT&T says the expansion of wireless broadband will stimulate job creation, and points out that the FCC itself says its own $4.5 billion broadband fund would create half a million jobs over six years. That's counting not just phone-company jobs, but jobs created by the availability of broadband.

"This notion — that government spending on broadband deployment creates jobs and economic growth, but private investment does not — makes no sense," AT&T said Thursday.

The war of words is unlikely to affect the outcome of AT&T's quest to buy T-Mobile USA, since the chief hurdle is a suit filed in August by the Justice Department to block the deal.

An Android developer recently discovered a clandestine application called Carrier IQ built into most smartphones that doesn't just track your location; it secretly records your keystrokes, and there's nothing you can do about it. Is it time to put on a tinfoil hat? That depends on how you feel about privacy.

The reason for this invasive Android app seems reasonable enough at face value. Even though it's on most Android, BlackBerry and Nokia devices, most users would never know that Carrier IQ is running in the background, and that's sort of the point. 

Described on the company's website as software to gain "unprecedented insight into their customers' mobile experience," Carrier IQ is ostensibly supposed to help mobile carriers and device manufacturers gather data in order to improve their products. 

Tons of applications do this, and you're probably used to those boxes that pops up on your screen and ask if you want to help the company by sending your data back to them. If you're concerned about your privacy, you just tap no and go about your merry computing way. As security-conscious Android developer Trevor Eckhart realized, however, Carrier IQ does not give you this option, and unless you were code-savvy and looking for it, you'd never know it was there. And based on how aggressive the company has been in trying to keep Eckhart quiet about his discovery, it seems like Carrier IQ doesn't want you to know it's there either.

TAHADHARI INTERNET INAUA NGUVU ZA KIUME

Habari si nzuri kwa wanaume wanaopenda kutumia wireless internet kwenye laptop zao wakiwa wameziweka laptop zao mapajani au karibu na viungo vyao muhimu vya kiume, utafiti wa wanasayansi wa Marekani na Argentina umeonyesha kuwa wireless internet inaua mbegu za kiume.

Utafiti uliofanywa na wanasayansi toka Marekani na Argentina umeonyesha kuwa wireless internet kwenye laptop ina madhara kwa viungo vya uzazi vya mwanaume kwa kuharibu ubora wa mbegu za kiume au kuziua kabisa.

Utafiti uliofanywa kwa kuweka mbegu za kiume chini ya laptop inayotumia wireless internet ulionyesha kuwa mbegu za kiume zilipungua ubora wake na hivyo kupunguza chansi ya mwanaume kupata mtoto.

Utafiti huo ulifanywa na timu ya wanasayansi toka taasisi ya Nascentis Centre for Reproductive Medicine iliyopo Cordoba, Argentina kwa kushirikiana na wanasayansi wa Marekani wa taasisi ya Eastern Virginia Medical School.

Mbegu za kiume za wanaume 29 wenye afya njema wenye umri kati ya miaka 26 na 45 zilikusanywa na kugawanywa makundi mawili. Kundi moja la mbegu za kiume liliwekwa chini ya laptop inayotumia wireless internet na jingine liliwekwa mbali na laptop zinazotumia wireless internet.

Matokeo ni kwamba robo ya mbegu za kiume zilizowekwa chini ya laptop yenye wireless internet ziliuliwa ndani ya masaa machache. Vinasaba au DNA ya mbegu za kiume nazo ziliharibiwa.

Kwa upande wa pili, mbegu za kiume zilizowekwa mbali na laptop hazikuonyesha kupatwa na madhara yoyote zaidi ya kupungua kidogo sana kwa spidi ya kuogelea ya mbegu za kiume.

Wakati huo huo, mbegu za kiume zilizowekwa chini ya laptop ambayo haikuwa imeunganishwa kwenye internet hazikuonyesha kukumbwa na uharibifu mkubwa kama uliotokea pale zilipowekwa chini ya laptop iliyounganishwa kwenye wireless internet.

"Utafiti wetu unaonyesha kuwa kutumia wireless internet huku ukiwa umeiweka laptop karibu na viungo vya uzazi hupelekea kuharibika kwa ubora wa mbegu za kiume", alisema Dr Conrado Avendano, ambaye ndiye aliyeongoza utafiti huo.

"Kwa sasa hatujui kama madhara haya yapo kwenye laptop zote ziliounganishwa kwenye wireless internet au la".

Sababu ya kuharibika kwa mbegu za kiume huenda ikawa inasababishwa na miale ya electromagnetic inayotolewa na wireless internet.

Matokeo ya utafiti huu yamewekwa kwenye jarida la mwezi huu la Fertility and Sterility journal, ingawa dokta Avendano amewataka wanaume wasipaniki kwani tafiti zaidi zinaendelea kuhusiana na suala hili.
